Rijkswaterstaat had the intention to reorganize its DID department in 2011. Maintenance (releases en patches) as well as managing and renewal of all systems would be housed in limited (new) contracts. Until then, Rijkswaterstaat wanted to prepare their systems to enter the outsourcing. A team of QNH professionals offered support including the maintanance of the Oracle customized systems en making these systems ready to be outsourced.

Introduction Rijkswaterstaat

The Data and ICT – office (DID) performs nationwide tasks. The DID handles data-gathering, management of obtained data, data transmission, ICT-management and ICT-development to support all the processes of Rijkswaterstaat. She is part of the ‘Directoraat Generaal Rijkswaterstaat’, who in turn is part of the ‘Ministerie van Verkeer en Waterstaat’.

  • The work package of the DID is distinguished in 3 main groups:
    generic features, present by default (networks, cubicles, office automatisation, generic data like topografic components and geografical data of the managed area, …);
  • specific features associeted with processes of Rijkswaterstaat, applications en process-oriented data and data facilities;
  • industrial automatisation (ICT that is connected to objects as bridges and locks).


The direction Data performs as part of the DID rural tasks. Also, it ensures the data-collection, data management to support the processess of Rijkswaterstaat. It is also an important actor in the RWS-core task “reliable and usable information”.

The direction ICT performs as other part of the DID rural tasks based on expertise in the field of ICT. It takes care of the optimalisation of the ICT landscape of Rijkswaterstaat: the infrastructure, systems, technical automatisation, office automatisation, and architecture.

The team IAPD belongs to the application section of this direction and is responsible for cost effective design, realization, managing, monitoring and guarantees specific en generic ICT (custom applications) to support the primary process. In addition, the team is responsible ensuring the functional and technical data and application architecture. Because the realisation and the management of sector-specific applications, generic applications and infrastructure are two inseperable components of application management, IAPD is responsible for the whole life cycle of applications.

  • The assignment:

To make sure the assignment was succesfull there were different functions that needed to be filled:

  • Project leader (1)
  • Analysts / functional designers (2)
  • Oracle developers (2)
  • VB developer (1)

The QNH team ensured that Rijkswaterstaat could realize her strategie, which she had plotted, (directing their applications), at the start of 2011. The outsourcing was supported by QNH before and after, by sharing knowledge, creating documentation and the realization of change requests.
